These are the NBA 2K10 PCsystem requirements :

OS: Windows Vista, XP, or 2000
Processor: Pentium 4 2.4 Ghz Single Core processor or equivalent (2.8 Ghz for Vista)
Memory: 512 MB or more (1 GB for Vista)
Graphics: Video card with 128 MB or more memory and one of the following chipsets is required: ATI x1300 or greater | NVIDIA 6600 or greater | DirectX 9.0c compatible card with Shader Model 3.0 support
DirectX®: DirectX 9.0c compatible
Hard Drive: 10.5 GB or more free space
Sound: DirectX 9.0c compatible

As we're fine tuning the performance now, it looks like the specs are going to be the same as last year. That being said, we have a rig with a 1.2ghz Celeron, 512MB ram, and an x800 that is running ~15-20 FPS on the lowest settings. That should give you an indication of how much better the performance is this year on lower end systems. Shader Model 2.0 is fully supported this year, though the system requirements are going to say 3.0 or higher.
