Face and Hair Exporter Importer 4cc

For all those who have problems working with differents 3d model parts in Blender
here is a 'lite version' of FHEI, all parts 'joined' as only one

bugs known : FHEI could hangs on with previuosly oedited bin files, due zlib ocx used by pes to oedit program.
